NACSS Re-visited Part 2 of 2

From the documents entitled National Assessment and Certification System for Seafarers (NACSS), The standard, obtained by Seajourn, the clauses 6 to 14 of 14 are herein quoted:

The Standard

6. MAINTENANCE OF THE SYSTEM            

6.1. The Administrator of MARINA is responsible for the maintenance of the system.

7. DATA BANK

7.1. There shall be an adequate number of valid and reliable test questions in the system for initial deployment.

7.2. The data bank of questions shall be sufficient and the system shall be able to extract randomly a set of questions per examination that shall be representative of the entire coverage of the competences per function as per its relative weight, where appropriate.

8. SECURITY

8.1. For purposes of safety, and security of the system and its administrators, as far as practicable, the identity of the System Editors and Administrators shall be kept confidential. This does not in any way relieve them of any liabilities. In case of proven breach of integrity of the system.

8.2. Administrator Password shall change weekly.

9. THE ASSESSMENT PROPER

9.1. The assessment proper is composed of two (2) parts such as:

9.1.1. Theoretical assessment aka written test; and

9.1.2. Practical demonstration of competence aka practical assessment.

9.2.  The theoretical assessment is computerized done online per competence per function. The Candidate shall have three chances per competence for every assessment.

9.3. The practical assessment maybe done, or taken, or satisfied by providing appropriate and approved documentary evidence as listed in the appropriate Table of Specifications of this standard.

10. GRADING SYSTEM

10.1. The grading system is composed of two parts:

10.1.1. Knowledge Test for thorough knowledge, understanding, and proficiency done online, test questions randomly extracted from a central Data Bank; Written Test is 40% of the grade per competence; and

10.1.2. Practical Assessment for application and integration is satisfied as per 9.3 above. It is 60% of the grade per competence.

10.2. The Candidate must achieve at least 70% per competence and at least 70% per function to pass.

10.3. The grading system per competence per function for Chapters II and III is calculated in accordance with the appropriate table of specifications.

10.4. The grading system per competence for Chapters IV, V and VI is calculated in accordance with the appropriate table of specifications.

11. PROFILE OF SEAFARERS

11.1. The system shall be designed so as a profiling system for each professional seafarer is available, manageable, verifiable and sustainable. The particulars, including performances in any/all assessment relative to the completion of the NACSS shall be archived and available as and when required.

11.2. The advantage for this profiling is for the efficient verification system anytime, anywhere.

11.3. Particulars for verification do not include contact address and/or telephone numbers. But limited only to complete name, rank/license/certificates held.  NACSS performance and experience, all relevant training and certificates may be included.

12. LIMITATION

12.1. The competences, knowledge, skills and proficiencies covered by this standard are limited to STCW 2010 Manila Amendments.

12.2. Chapters II and III shall have the following functions and levels of responsibility:

12.2.1. Deck Department

12.2.1.1. Function 1 – Navigation

12.2.1.2.  Function 2 – Cargo handling and stowage

12.2.1.3. Function 3 – Controlling the operation of the ship and care for persons on board

12.2.2. Engine Department

12.2.2.1. Function 4 – Marine Engineering

12.2.2.2. Function 5 – Electrical, electronic and control engineering

12.2.2.3. Function 6 – Maintenance and repair

12.2.2.4. Function 7 – Controlling the operation of the ship and care for persons on board

12.2.3. Levels of responsibility

12.2.3.1. Management level

12.2.3.2. Operational level

12.2.3.3. Support level

12.2.4. Chapter IV have the following function and level of responsibility:

12.2.4.1. Function 8 – Radio-communication at the operational level

12.2.5. Chapters V and VI shall apply to any seafarer as appropriate.
